Plans for public construction are developed, bid, and awards made by the Common Council. Engineering Services Division oversees construction of the public works contracts.

There are three main categories of street construction: Type A, Type B, & Type C.

• Type A : Completely removing existing curb and pavement, replacing the curb and gutter with new concrete, re-grading and replacing the road base with new stone, and either concrete or asphalt pavement

• Type B: Completely removing existing curb and gutter, milling the existing asphalt pavement as required, and replacing with concrete curb and gutter and asphalt pavement on the existing road base

•  Type C: Replacing defective curb and gutter (not exceeding 25% of total existing street segment to be improved), milling the existing pavement surface as required, and surfacing with new asphalt pavement
