District 4 Alder Vacancy
We have received the resignation of Dennis McBride, who was an Alderman in District 4. The vacant term expires in spring 2020. The Common Council will appoint a new Alder from District 4 to serve from the date of appointment until April 2019. In the April 2019 election, the term for the District 4 Alder will be on the ballot for the remaining year of the vacating Alder's term (until April 2020).

Our Common Council has a policy on how to fill Aldermanic vacancies that we are following and an Aldermanic Selection committee has been formed according to the process outlined below.

The application period closed on January 31 at 4:30 pm. We received four applications. One candidate withdrew their name prior to interviews. On Monday, February 5, the Aldermanic Selection Committee held interviews and a video is available in our meeting portal.

Next Steps
  • The Aldermanic Selection Committee will hold public interviews, which will also be broadcast through the Meeting Portal and our cable access channel
  • Interviews were held the evening of February 5 at 7 pm at City Hall. 
  • The Aldermanic Selection Committee will make a recommendation to City Council. 
  • City Council will take action on the appointment. The City Council cannot act unless at least 7 days have passed since the Aldermanic Selection Committee has selected an applicant to recommend to City Council. 

The Process
Our City Council has adopted an Ordinance that states how Aldermanic vacancies will be filled. The process is:
  1. Form an Aldermanic Selection Committee
  2. Provide public notice to residents
  3. Hold public interviews that are videotaped and broadcast
  4. Aldermanic Selection Committee makes a recommended appointment to City Council
  5. City Council takes action on the appointment

The Ordinance states that an Aldermanic Selection Committee will be formed as follows: 
  1. Form an Aldermanic Selection Committee of five current City Council members.
  2. The other Alder from the district with the vacancy will serve on the selection committee.
  3. Our policy states that when an Alder vacancy is from an even numbered district, the committee will have Alders from even numbered districts; therefore, Alders from districts 2, 4, 6, and 8 will serve on the Selection Committee.
  4. We will randomly draw names to select the Alders from districts 2, 4, 6, and 8 to serve on the committee. If any of those four decline, or are unable to serve, the other Alder from that district then serves. 
  5. The Mayor will select a fifth Committee member from district 1, 3, 5, or 7.
  6. The Mayor appoints the Committee Chair.

Ordinance & State Law

You can find more information about the City Council adopted policy for filling an Aldermanic vacancy in Ordinance Section 2.04.020. You can find more information about the State of Wisconsin Statute that governs Aldermanic Vacancies in 17.23.

Per 17.23 of the State Statutes, “unless ordered by the common council, a successor shall be elected for the residue of the unexpired term on the first Tuesday of April next (2019)…..” 

Thus, the appointee will serve from the date of appointment in 2018 to April 2019, and will then have to run for the remaining year of the term.  Since the vacancy is not occurring before June 1 in the year preceding expiration of the term of office, a special election cannot be ordered on the Tuesday after the first Monday in November following the date of order.
